ISLAMABAD: In a surprise move, 85 officers and officials of the Capital Development Authority (CDA) have been removed from their current positions on the recommendation of a secret agency.

When contacted, a senior officer on condition of anonymity informed that the CDA management, in light of reports received from secret agencies regarding alleged involvement in misconduct, inefficiency, and corrupt practices, decided to remove them from their posts with immediate effect. He, however, added that it remains unclear what kind of proceedings would be initiated against them in the coming days.

According to three separate office orders issued on November 6, the CDA Chairman approved the decision, directing the officers to report to the Human Resource Development (HRD) Directorate until further orders. The orders were signed by Director HRD-I Waheed Abbas Bhatti and Deputy Director HRD-II Mian Usman Ud Din.

The large-scale move affects staff across several directorates, including Water Supply, Law, Planning, Enforcement, Environment, Works, and Mechanical Divisions. Among the senior officials are Sardar Khan Zimiri, Director Water Distribution / DG Islamabad Water (OPS); Abdul Hakeem Burrio, Director Law; Muttaraz Ali Shah, Director Training Academy and Additional Charge Director Labour Relations; and Rana Tariq Mehmood, DDG Metro Bus.

Other officers instructed to report to HRD include Iftikhar Ali Haider (Director Admin/HR/Law, Islamabad), Muhammad Kashif Shah (Deputy Director HR), Zafar Iqbal (Additional Director E&D), Shafi Manwar (Director Civil), Omar Sagheer (Director Civil), Usman Rasheed (Deputy Director Civil), Ammar Idrees (Deputy Director Works), Muhammad Atta Ullah (Director Executive S&C CDA), Asif Majeed (Director Environment-East), Ikhlaq Hussain (Deputy Director E&M), Ajazul Hasan (Deputy Director Civil), Sheikh Zeeshan (Deputy Director SWM), Aurangzeb Bajkani (Deputy Director Environment), Syed Abid Shah (Deputy Director Environment), Shiraz Sami Khan (Deputy Director Executive Cadre), Muhammad Haneef (Deputy Director UP-II), Zulfiqar Junejo (Assistant Director Executive Cadre), Nasir Abbas (Assistant Director E&M), Ali Asghar Goapna (Assistant Director Civil), Abdul Hafeez (Project Manager DMA), Sana Ullah Virk (Assistant Director Civil), Irfan Khan (Assistant Director Executive), Arif Ali (Assistant Director Civil), Khalid Khokhar (Assistant Director Civil), Mazhar Abbas (Assistant Director Civil), Asif Iqbal (Assistant Director E&M), and Aqil Zardari (Assistant Director Law).

Officials said that all affected personnel have been instructed to relinquish charge and report immediately. The HR Directorate will oversee further scrutiny and possible disciplinary proceedings in the coming weeks.

The sweeping action — one of the largest in recent years — has stirred concern among CDA staff, with insiders describing it as an unprecedented measure driven by intelligence findings rather than internal departmental audits.
