ISLAMABAD : The National Highway Authority has selected a joint venture led by PEAS Consulting (Pvt.) Ltd., with Cameos Architects and Consultants and sub-consultant ECO Vista Architects & Consultants (EVAC), as the most advantageous bidder for consultancy services on the dualization and rehabilitation of two sections of National Highway N-25.

The assignment covers the Kararo–Wadh (83 km) and Kuchlak–Chaman (104 km) sections—187 km in total—including Section VII (Kuchlak–Chaman). The contract will be awarded at an evaluated consultancy cost of Rs95,670,765.

According to NHA, the procurement was conducted under the Single Stage Two Envelope. In this a total of four JVs participated including PEAS Consulting JV with Cameos Architects & Consultants; sub-consultant EVAC, Associated Consulting Engineers (ACE) Ltd. JV with Associated Consultancy Centre (Pvt.) Ltd., Engineering General Consultants (EGC) (Pvt.) Ltd., BK Consultants (Pvt.) Ltd.; sub-consultant Multiple Engineering Services, NESPAK (Pvt.) Ltd. JV with Engineering Consultancy Services (Punjab) (Pvt.) Ltd., Power Aim Engineering Services (Pvt.) Ltd.; sub-consultant Hadi Engineering Consultants and Prime Engineering & Testing Consultants JV with Engineering & Management Consultancy Services (SMC-Pvt.) and PAVRON; sub-consultant Z-Tech Engineering Solutions.

The authority noted the process complied with PPRA rules and standard bidding documents, and confirmed the award to the PEAS-led JV based on the highest combined technical and financial score.
