RAWALPINDI: The Rawalpindi Development Authority has submitted a formal proposal to the Planning Department seeking approval to connect Double Road with 9th Avenue through the construction of a modern underpass at an estimated cost of Rs800 million. The project is aimed at addressing long standing traffic congestion and improving connectivity between Rawalpindi and Islamabad.
RDA Director General Kinza Murtaza said the proposed underpass has become a pressing requirement due to increasing traffic volume and security related road closures. She explained that the presence of the Rawalpindi Cricket Stadium on Double Road creates frequent movement restrictions during matches forcing temporary road closures and causing inconvenience for commuters and law enforcement agencies.
She said the project would also serve as a critical alternative route between Rawalpindi and Islamabad. Once completed the underpass would help divert traffic and significantly reduce pressure at Faizabad. The initiative is expected to transform the corridor into a signal free route from Chandni Chowk to Islamabad improving travel time and traffic flow.
According to the proposal the underpass will be approximately 1600 feet long and 24 feet wide with a clearance height of 16 feet. In addition to the main structure roads on both sides will be reconstructed and upgraded to ensure smooth integration with the existing road network. The RDA also plans to improve the condition of other roads under its administrative control.
The RDA chief said construction work would begin immediately after approval and release of funds. She added that the authority is fully prepared to execute the project efficiently while ensuring quality standards and minimum disruption to daily traffic.
Officials recalled that a similar proposal was prepared in 2017 and funds were allocated by the Punjab government but the project stalled after a change in government. This time the RDA is considering coordination with the Capital Development Authority as part of the road falls under CDA jurisdiction. Sharing costs and responsibilities is expected to benefit both cities by easing congestion and strengthening intercity connectivity.
