ISLAMABAD: The Federal Government has appointed a Grade 19 officer of the Pakistan Administrative Service, Muhammad Umair, as Member Finance in the Capital Development Authority (CDA), replacing Tahir Naeem Akhtar of the Audit and Accounts Group.

According to official sources, Tahir Naeem Akhtar has been removed from the position as part of a broader administrative reshuffle in the civic agency. During his tenure, he was regarded as a prudent financial manager who made efforts to sustain cash flow for development projects despite a shrinking fiscal space. Known for his straightforward approach, he maintained strict adherence to financial rules and regulations.

Meanwhile, the newly appointed Member Finance, Muhammad Umair, has also been assigned the additional charge of Member Planning and Design for a period of three months.

Earlier, an officer of communications and works department punjab Dr. Muhammad Khalid Hafeez was working on said position.

The recent changes in CDA’s top hierarchy follow the removal of former chairman Muhammad Ali Randawa, who has been replaced by Lt (retd) Sohail Ashraf. The ongoing reshuffle is being seen as part of a wider effort to restructure the authority’s leadership.

The appointment of member finance from PAS is also a rare move as usually, the post of member finance was kept by the officers of Pakistan Audit and Accounts or Inland Revenue Service in recent past.
