The Rawalpindi Development Authority is set to introduce a comprehensive digital property transfer and online building plan approval system, marking a major step toward modernising urban governance in the city. The initiative aims to enhance transparency, efficiency, and accountability in real estate and construction related processes.


According to RDA officials, complete data for issuing QR codes on housing society files has already been collected. The authority plans to launch the digital property transfer and online approval systems within the next few months, enabling citizens to complete critical procedures without physical visits to offices.

The announcement was made during a high level meeting chaired by RDA Additional Director General Tahir Waseem Khokhar. The meeting was attended by senior RDA officials, representatives of the Punjab Land Record Authority, and private sector stakeholders. Officials stated that an integrated digital framework has been developed to streamline approvals and verification processes.

Under the new system, approval of building plans will be carried out through an online web portal. This digital process is designed to ensure transparency, reduce human intervention, and speed up decision making. Housing schemes will also be facilitated through the Property Transfer System, allowing secure and efficient transactions.

RDA management emphasised that the digital transformation will significantly reduce illegal practices, unauthorised development, and fraudulent transactions. By digitising plot approvals, NOCs, and property transfers, the authority aims to promote good governance and improve investor confidence in Rawalpindi’s real estate sector.

The RDA reiterated its commitment to protecting public interest and strictly enforcing urban development laws. Citizens have been advised to use only official RDA platforms for property related matters and to avoid unauthorised housing schemes. The authority confirmed that strict action will be taken against illegal developments, encroachments, and malpractice, ensuring a safer and more transparent property market in Rawalpindi.
