ISLAMABAD: The federal government has decided to utilise commercial land in Sector E 11 to financially support the construction of the proposed Jinnah Medical Complex in Islamabad, a major public health project aimed at providing advanced treatment facilities in the federal capital.
Officials said around 51 kanals and 16 marlas of prime commercial land located in the northern strip of E 11 will be used to generate revenue for the project. The land was previously fraudulently allotted by the Capital Development Authority to local landlords and remained under their possession for nearly two decades before it was retrieved through legal action.
Sources said the National Accountability Bureau recovered the land worth billions of rupees after a joint effort with the Capital Development Authority. When the matter was presented before Prime Minister Shehbaz Sharif, he appreciated the recovery and directed that the land be utilised for public welfare projects, particularly the Jinnah Medical Complex.
Under the plan, the hospital itself will be constructed in Sector H 11 while the commercial component of the project, including hotels and business facilities, will be developed on the E 11 land. Revenue generated from these commercial activities will help ensure the long term financial sustainability of the medical complex.
The Jinnah Medical Complex was initially planned for Sector H 16 where the prime minister laid the foundation stone in July 2024. However, the project faced delays when the land was found to have unresolved compensation claims from local landlords, forcing the government to shift the site to H 11 near the police lines.
Officials said geo technical investigations are currently underway at the new site while preparations for construction are advancing. The project’s PC One worth Rs212 billion has already been approved and will be implemented in two phases, with the first phase involving construction of the hospital at an estimated cost of around Rs80 billion.
In the second phase, authorities plan to establish a medical college, hostels and other supporting facilities. The project is being executed by the federal health ministry with technical support from the Capital Development Authority, while four companies have been shortlisted as the government moves closer to launching the long awaited healthcare initiative.
