The Standing Committee of the National Assembly on Housing and Works has expressed in principle support for the Islamabad Capital Territory Condominium Ownership and Management Bill 2026. However, the committee deferred detailed consideration of the proposed legislation until its next meeting scheduled for February 9.

The meeting was held in Islamabad under the chairmanship of Maulana Abdul Ghafoor Haideri to review the bill along with other matters related to federal housing and development. Committee members stated that they were not opposed to the bill but said meaningful discussion was not possible due to the absence of the federal minister and the federal secretary of the Ministry of Housing and Works.

According to the statement of objects and reasons, the bill seeks to address the absence of a legal framework for shared property ownership and management in multi unit buildings in the ICT. The proposed law aims to regulate condominium ownership, transfer of units and collective maintenance in order to promote planned urban development and safeguard the rights of property owners.

The bill proposes a comprehensive mechanism for individual ownership of condominium units along with shared rights in common areas. It also provides for the formation of an association of owners responsible for collective management, accountability and maintenance, as well as a regulatory and dispute resolution framework.

The committee also took serious notice of the repeated absence of the federal secretary of the Ministry of Housing and Works. In response, it recommended that the issue be raised on the floor of the National Assembly and issued a formal letter of displeasure, stressing the importance of regular attendance in future meetings.

Additionally, the committee expressed concern over outdated data submitted by the Federal Government Employees Housing Authority and directed it to present updated information in the next meeting. The Ministry of Housing and Works was also instructed to provide a detailed list of its properties in Karachi. The meeting was attended by several MNAs and senior officials from relevant departments.
