RAWALPINDI: On the directions of the Commissioner Rawalpindi and Director General, Rawalpindi Development Authority (RDA), Engineer Aamer Khattak, the RDA Metropoliton Planning and Traffic Engineering (MP&TE) Directorate has issued a public advisory regarding serious violations committed by certain owners, sponsors, and developers of 293 illegal private housing schemes operating within the controlled areas of RDA. These areas include jurisdictions falling under the Municipal Corporation Rawalpindi (MCR), Tehsil Councils, and District Councils of Rawalpindi, Taxila, Gujar Khan, Kallar Syedan, and Kahuta.


The Authority has identified multiple violations under the Punjab Development Authorities Private Housing Schemes Rules, 2021, including: Launching housing schemes without obtaining formal approval from RDA; Submission of incomplete applications and failure to meet mandatory regulatory requirements; Withdrawal of applications after initiation of legal proceedings; Non-submission of complete documentation; Failure to obtain approval of the Layout Plan (LOP) duly signed by the Competent Authority; Unauthorized development, marketing, advertisement, booking, sale, or transfer of plots; Development beyond the land applied for; Gross deviations from approved or submitted plans, including unauthorized plots, roads, and amenities. These violations have been identified through site inspections, ground surveys, public complaints, and monitoring of print, electronic, and social media platforms.


RDA has taken and will continue to take strict legal action against violators in accordance with the law. Actions may include: Issuance of statutory notices; Registration of FIRs; Sealing of offices and project sites; Demolition of illegal structures and unauthorized development; Imposition of bans on land transactions; Referral of cases to the Cyber Crime Wing of the Federal Investigation Agency (FIA) and other concerned agencies regarding illegal advertisements and financial irregularities and Initiation of prosecution proceedings.


All sponsors and developers involved in unauthorized schemes are hereby directed to immediately cease all illegal development, marketing, advertisement, booking, and sale activities. Failure to comply will result in continued strict legal action without further notice.


The general public including overseas Pakistanis, investors, and property dealers is strongly advised: Not to invest in any housing scheme without verifying its approval status from RDA; To understand that statuses such as “file submitted,” “under scrutiny,” or “under process” do not constitute formal approval and any transaction in an unauthorized or illegal scheme shall be entirely at the purchaser’s/investor’s own risk and cost.


Following the publication of this Public Notice, RDA shall not be held responsible for any financial losses incurred in transactions made in schemes declared unauthorized or illegal.

The general public is requested to visit the official website of RDA www.rda.gop.pk to verify the approval status of any housing scheme before investing in plots or making any property transaction.
