RAWALPINDI: Eight months into fiscal year 2025 26, work has yet to formally begin on the mega Rawalpindi Kahuta road infrastructure project despite a budget allocation of Rs23.84 billion. The scheme includes dualisation of the Soan Model Town Sihala Kahuta Road, construction of a flyover at Sihala Railway Crossing, and development of the Kahuta Bypass.
The 28.4 kilometre stretch from Kahuta to Rawalpindi Sawan is planned for complete dualisation to ease traffic congestion and improve connectivity. The route holds strategic importance as a defence road linking Kahuta to Rawalakot and Kotli in Azad Kashmir. However, ground activity remains minimal months after funds were earmarked in the federal budget.
So far, only a two kilometre portion from Kahuta Y Cross to Hothla Stop was widened and carpeted. The stretch was later closed following realignment, and construction has not resumed. Marking for the remaining 26.4 kilometres is still pending, while work on the proposed overhead bridge at Sihala Railway Crossing has yet to commence.
The project was approved by the Executive Committee of the National Economic Council on July 27, 2023, but execution delays have continued despite fresh budgetary allocation. Officials have not provided a clear timeline for full scale construction.
Residents and commuters report mounting traffic pressure due to the stalled dualisation from Rawalpindi Soan Camp to Kahuta city. Frequent congestion, road accidents, and disruption to local businesses have become routine concerns along the busy corridor.
Citizens argue that timely completion of the dual carriageway and flyover could significantly reduce travel time. The 40 kilometre journey from Rawalpindi Katchehry to Kahuta Katchehry could be completed within 30 to 40 minutes, streamlining movement toward Azad Kashmir and easing regional traffic flow.
