RAWALPINDI: Authorities have made it mandatory for all utility services and organisations to obtain a formal no objection certificate before digging roads for development or uplift work in Rawalpindi. The decision aims to protect road infrastructure, ensure timely restoration and minimise inconvenience to the public.

The directive was issued by Divisional Commissioner Rawalpindi Amir Khattak while chairing a high level meeting on ongoing and upcoming development schemes in the city. Senior officials including the Managing Director of Wasa, assistant commissioners from city and cantonment areas and heads of relevant departments attended the meeting.

During a detailed review of Wasa development projects, the commissioner directed that all schemes must be clearly marked on updated maps. These maps will be shared with all concerned departments to ensure complete clarity about the nature and location of development work across the city. The objective is to strengthen coordination and avoid overlapping or unplanned activities.

The commissioner categorically stated that no road cutting would be allowed without prior approval from the commissioner office. Any organisation planning excavation work must first obtain an NOC and deposit the prescribed funds through a challan to ensure immediate repair and restoration of roads once the work is completed.

He further warned that road cutting without permission would not be tolerated under any circumstances. In case of violations, strict legal action including registration of FIRs will be taken. The policy will apply uniformly to all entities including Wasa, Sui Northern Gas Pipelines Limited, PTCL and private organisations.

Emphasising discipline and transparency, the commissioner stressed the need for effective inter departmental coordination in all development projects. He directed departments to avoid unnecessary disruption to daily life, ensure timely completion of schemes and guarantee quality restoration of roads. He added that safeguarding public infrastructure and maintaining service standards would remain the top priority of the city administration.
