ISLAMABAD: The Capital Development Authority has shortlisted two joint ventures for major cleanliness and solid waste management contracts covering both urban and rural areas of the federal capital. The bid evaluation process has been completed, resulting in one out of three contenders being declared non qualified for each package.

For Package One covering urban areas, bids were submitted by three joint ventures including Matracon Kangjie, NJC MMC NCS Group Imperial Ventures Chongqing Endurance and Waste Buster Teknik ZKB. Sources within the CDA confirmed that the Waste Buster led joint venture failed to meet the technical criteria and was excluded from further consideration.

Similarly, for Package Two focusing on rural Islamabad, three joint ventures participated in the bidding process. These included Waste Buster Teknik ZKB, NJC MMC with NCS Group Imperial Ventures and Chongqing Endurance and Kangjie KAPEC. Once again, the Waste Buster consortium was declared non qualified, leaving two competitors in the race.

Officials said one of the remaining joint ventures has filed a grievance against the other, delaying the opening of financial bids. Until the grievance redressal committee gives its decision, the CDA cannot proceed further. Authorities expressed confidence that the issue would be resolved soon, paving the way for the next phase.

The previous waste management contracts expired in January last year. Since then, the CDA has been managing urban waste through its own sanitation staff with limited support from former contractors. Rural areas, however, have remained largely unattended, with garbage accumulating along roads, streets and open spaces.

CDA officials stated that Islamabad generates around one thousand tonnes of waste daily and new contracts will be awarded on per ton collection and disposal rates. Once finalized, door to door waste collection, primary and secondary disposal systems will be implemented uniformly across urban and rural areas. The authority also plans to establish an integrated landfill and recycling facility at Losar to permanently address the capital waste crisis.
