The Capital Development Authority completed multiple mega road infrastructure projects across Islamabad during 2025 involving billions of rupees in public investment. Despite these achievements one of the city’s most critical arteries the 10th Avenue project remains stalled leaving commuters frustrated and raising serious questions about planning and funding priorities.
The Rs 10.2 billion project was launched in 2022 and was originally scheduled for completion by March 2024. After missing multiple deadlines the final extended cutoff of December 30 2025 has also expired. The CDA engineering wing has now sought an additional six month extension for the contractor National Logistics Cell amid prolonged work suspension.
Officials confirm that construction has remained halted for nearly six months with only around fifty percent progress achieved. Earthwork has been completed and five bridges have already been constructed but the unfinished infrastructure is now exposed to deterioration due to prolonged abandonment.
Sources revealed that the project suffered a major setback after it was dropped from the federal Public Sector Development Programme for fiscal year 2025 26. Although the project is federally funded CDA also failed to arrange alternative financing leaving the scheme in limbo.
According to senior CDA officials the federal government has released Rs 4.2 billion since 2022 which has already been utilised. Without fresh allocations further progress is not possible. The authority is now considering completing the road only up to H Nine where groundwork has already been done to prevent asset decay.
Commuters and residents have expressed concern over the stalled project as partially built bridges and pillars continue to degrade. Transporters say the incomplete corridor is adding to congestion and travel delays across adjoining sectors.
The five kilometre road linking Katarian Bridge on IJP Road with Srinagar Highway near G Nine and G Ten was envisioned as a major traffic relief route. CDA maintains that funding approval is essential to restore momentum and ensure early completion of this strategically important avenue.
