ISLAMABAD:The Capital Development Authority (CDA) has failed to frame charges or initiate departmental proceedings against officers who were abruptly removed from their positions a month ago, creating an impression that the action was more vindictive than administrative.
On November 7, 2025, the management removed 85 officers in one sweep, placing their services at the disposal of the Human Resource Directorate. Initially, the authority claimed that the large-scale removals were based on concerns about the officers’ tainted backgrounds and lethargic attitudes towards their assignments, and announced intentions to continue this process.
However, despite a month passing since their removal, the officers are still awaiting any departmental proceedings to be initiated as per rules and regulations, and there has been no movement on this front.
A senior officer within the authority criticized the management’s decision in a conversation with Infra News PK, stating that such actions create an impression that most CDA officers are corrupt and dishonest. He emphasized that if any officers are involved in corrupt practices, procedures should be followed according to regulations instead of simply designating them as Officers on Special Duty (OSD).
When contacted, CDA’s Director of Public Relations, Shahid Kiani, stated that he would respond after consulting the relevant quarters.
The officers instructed to report to HRD include: Iftikhar Ali Haider (Director Admin/HR/Law), Muhammad Kashif Shah (Deputy Director HR), Zafar Iqbal (Additional Director E&D), Shafi Manwar (Director Civil), Omar Sagheer (Director Civil), Usman Rasheed (Deputy Director Civil), Ammar Idrees (Deputy Director Works), among others. The list also includes mid-level and field officials such as Muhammad Ramzan (AAO Accounts), Sheikh Faizan (Assistant Director Executive), and lower-grade support staff like Muhammad Asif (Patwari DC CDA Office), Sanam Shah (Sub-Assistant Mechanical Division), and others.
This stall in due process underscores the need for fair and transparent administrative proceedings to uphold the integrity and reputation of the CDA.
