The Rawalpindi Development Authority (RDA) has stopped ongoing illegal construction at the Hawks Melbourne Housing Scheme located along Chak Beli Khan Road after a detailed inspection revealed multiple violations of approved regulatory standards. The enforcement action was carried out on Tuesday as part of RDA’s ongoing campaign against unauthorised development within the district.

An enforcement squad, accompanied by the assistant commissioner cantonment and officials from the Civil Aviation Authority, inspected the site and observed active construction work that was not permitted under the approved layout plan. Following the inspection, the team ordered an immediate halt to all construction activities taking place in violation of RDA rules and security protocols applicable to the area.

During the operation, the RDA team submitted a formal application to the SHO Rawat seeking registration of an FIR against the CEO and other officials of Hawks Melbourne Housing Scheme. The violations included deviation from the approved layout plan and the publication of illegal advertisements for the sale and purchase of plots without obtaining mandatory approvals. Authorities emphasised that strict legal action will follow to ensure compliance.

The enforcement squad also instructed the developers and contractors to remove all heavy machinery from the site and restore regulatory compliance without delay. RDA Director General Kinza Murtaza stated that the authority maintains a zero-tolerance policy toward unlawful development, particularly in zones categorised as sensitive by multiple regulatory bodies, including the CAA.

She further highlighted that enforcement operations across Rawalpindi will continue to protect public interest, uphold urban planning standards and prevent fraudulent real estate practices. Citizens have been strongly advised to avoid investing in unauthorised housing schemes and to verify the legal status of any project through RDA’s official information channels.

The DG additionally directed the Metropolitan Planning and Traffic Engineering branch to intensify action against all illegal housing schemes, unauthorised commercial activities, encroachments and unlawful booking offices across the district.
