The Capital Development Authority has completed the shortlisting process for firms bidding to construct the Jinnah Medical Complex and Research Centre in Sector H Sixteen Islamabad. The landmark healthcare project is being developed as a major federal initiative aimed at strengthening public medical infrastructure in the capital and surrounding regions.
According to CDA officials eleven joint ventures comprising local and international firms submitted applications for the project. After technical and financial evaluation four joint ventures were declared qualified. The shortlisted firms will now move to the bidding stage once the request for proposal document is finalised by the project consultant.
Officials said the consultant is currently completing the RFP document which will be published in the press shortly. Only the four shortlisted joint ventures will be invited to submit bids. The project has already received approval of its PC One with a total estimated cost of Rs212 billion and will be implemented in two phases.
In the first phase a state of the art hospital will be constructed while the second phase will include a medical college research facilities and allied infrastructure. The CDA has allocated more than 600 kanals of land in Sector H Sixteen for the medical complex. The first phase is estimated to cost around Rs75 billion and will be executed under the engineering procurement and construction mode.
The Jinnah Medical Complex is a flagship project of the Uraan Pakistan Programme and is being directly overseen by Prime Minister Shehbaz Sharif. The prime minister performed the groundbreaking ceremony in July 2024 and described the project as a gift for residents of Islamabad Rawalpindi and other regions including Khyber Pakhtunkhwa Azad Jammu and Kashmir and Gilgit Baltistan.
Once completed the complex will provide free medical treatment to deserving patients and offer advanced healthcare facilities for heart kidney lung cancer and other diseases. The shortlisted joint ventures include major Chinese firms along with reputable Pakistani construction and consulting companies underscoring strong international interest in the project.
