The Federal Ombudsman has directed the Federal Government Employees Housing Authority to issue a clear and time bound development schedule for the long delayed Green Enclave housing project in Bhara Kahu Islamabad. The directive follows complaints from allottees who have waited for years despite repeated assurances and policy announcements.

Green Enclave Phase One and Phase Two were launched in 2009 on a first come first served basis to provide affordable housing plots to federal government employees. Thousands of employees invested their lifelong savings in the project with the expectation of timely possession. However even after sixteen years development work remains incomplete and possession has not been granted to a large number of allottees.

According to official records more than three thousand allottees in Green Enclave Phase One are still awaiting possession due to incomplete infrastructure. The situation is similar in Green Enclave Phase Two later renamed Sky Garden Housing Scheme which has registered over twenty nine thousand government employees making it one of the largest public sector housing initiatives in Islamabad.

The matter reached the Federal Ombudsman after complainants stated that no meaningful development had taken place since the launch of the project. In its response FGEHA informed the Ombudsman that project costs had increased and a committee had been formed to propose a way forward. However the Ombudsman ruled that such delays were unacceptable and ordered FGEHA to issue a development schedule approved by the competent authority.

The Ombudsman has also directed the authority to share the committee findings within sixty days and formally inform the complainants. If no progress is made complainants have been advised to approach the President of Pakistan within thirty days of receiving the findings.

Residents and experts have linked the Green Enclave delay to a broader failure of public housing projects in Islamabad citing long stalled sectors such as E Twelve and I Twelve. They stress that without strict timelines transparency and accountability affordable public housing will remain out of reach for government employees in the federal capital.
