ISLAMABAD: The National Assembly Standing Committee on Government Assurances has directed the Capital Development Authority to conduct a detailed inquiry into the levy of development charges on allottees in residential housing schemes before the completion of development work. The decision was taken after the committee adopted the report of its subcommittee during a meeting chaired by MNA Nuzhat Sadiq at Parliament House on Thursday.
The committee instructed that the inquiry should identify lapses and delays in the legal and administrative processes related to land acquisition for new sectors. Members emphasised that allottees should not bear the financial burden resulting from CDA’s negligence or procedural delays. The subcommittee highlighted that unresolved legal matters have caused prolonged delays in the development of several residential sectors.
The convener of the subcommittee expressed concern over the absence of the CDA chairman, despite prior notice, calling it a disregard for the parliamentary forum. The subcommittee noted that multiple housing sectors under CDA’s management remain subject to litigation that has extended for decades, with the CDA legal team failing to take timely action.
The committee also reviewed progress on the operationalisation of sewerage pipelines in Banigala. Officials confirmed that sewerage lines are now functional, and a PC-1 proposal has been submitted to the Development Working Party to include additional localities in the sewage disposal network. The committee expressed satisfaction with the steps taken by the ICT administration.
Members stressed the need for CDA to complete all pending infrastructure work before charging residents for development costs. The inquiry should also ensure accountability and transparency in levying development charges and adherence to legal procedures in all housing schemes.
The committee concluded by instructing CDA to submit a report on all ongoing residential sector projects, highlighting delays, financial discrepancies, and legal challenges. Members underlined that no allottee should face penalties for administrative inefficiencies, and timely completion of housing projects is critical for public trust and urban development in Islamabad.
