ISLAMABAD: Pakistan is set to benefit from a technical assistance program approved by the Asian Development Bank aimed at supporting member countries in shaping future sustainable transport investments. The initiative will provide diagnostic assessments, strengthen infrastructure governance, and explore advanced technical solutions and financing strategies, including private sector participation.
The assistance will enhance technical and institutional capacity while promoting climate-resilient transport systems, digital transformation, low-carbon solutions, circular economy practices, road safety, and inclusive economic growth. The initiative aligns with Pakistan’s long-term goals to modernize transport infrastructure and address environmental challenges.
According to the ADB, from 2020 to 2035, global transport investment requirements are estimated at 2.9 trillion dollars, including 2 trillion for new construction, 0.7 trillion for maintenance, and 0.2 trillion for climate-proofing. Despite 14.6 billion dollars in sovereign transport lending between 2020 and 2024, financing levels remain well below what is needed to meet demand and support Sustainable Development Goals.
The growing demand for transport infrastructure is increasing pressure on construction materials. Road construction alone accounts for 30 to 40 percent of global material demand, with Asia’s requirements rising by 64 percent over the past decade, far exceeding the global average of 17 percent. This underscores the need for sustainable construction practices.
ADB emphasizes adopting climate-smart and circular economy approaches, including using low-carbon and recycled materials, reusing construction waste, extending asset lifespans, and implementing innovative construction methods. These strategies aim to reduce environmental impacts while ensuring long-term infrastructure sustainability.
The program will foster regional cooperation, knowledge sharing, and harmonized approaches across member countries. Expanding the application of the ADB Green Roads Toolkit, the initiative seeks to build resilient and high-quality transport networks that support economic growth, regional integration, and inclusive development in Pakistan and other developing member countries.
