ISLAMABAD: The Capital Development Authority has launched a major administrative reshuffle aimed at ending the long criticised practice of officers holding multiple charges, while bringing sidelined officials back into active roles in a move seen as part of wider governance reforms.
Acting on directives linked to Prime Minister Shehbaz Sharif and Interior Minister Mohsin Naqvi, the authority issued fresh transfer and posting orders for 19 officers, assigning them to key positions across infrastructure, environment, water and transport departments.
Officials say the move is intended to curb ad hoc arrangements that had left some officers managing multiple responsibilities at once, with reports that one official had been handling as many as seven roles. The restructuring is being viewed as an effort to restore institutional efficiency and improve administrative accountability.
Several senior appointments were made under the shakeup, including postings in electric and mechanical services, infrastructure, Islamabad Water, metro operations and environmental management. Sources indicate more officers and lower grade staff currently awaiting assignments may also be posted in the coming days.
The changes follow growing concerns over staffing imbalances after the removal of more than 200 officers and officials last year in the name of reform. While the purge was aimed at improving efficiency, critics argued it also sidelined competent officers with clean records, creating operational gaps across the authority.
With the latest reshuffle, the CDA appears to be moving toward a more structured management model focused on reducing concentration of power and reviving institutional capacity. The shift is being seen as a significant step in reshaping the authority’s internal governance at a critical time for the capital’s development agenda.
