Islamabad: The National Highway Authority (NHA) has declared M/s Nawaz Construction (Pvt) Ltd and M/s BASCON Engineering (Pvt) Ltd technically ineligible for the operation, management and maintenance contract of six major tunnels on the national road network after both firms were found to have submitted dubious credentials.
NHA is currently evaluating bids under the single-stage, two-envelope procedure to hire a company for the operation of six tunnels. A total of 10 firms submitted technical and financial proposals.
According to the technical evaluation report, eight firms cleared the technical stage, while the two disqualified companies were rejected for naming the same individuals as firefighting experts in their separate submissions an anomaly that raised red flags and resulted in their ineligibility.
The firms that qualified technically include M/s Fast Land and Co, M/s SSS Corporation, M/s Sarfarz Associate, M/s Progressive Multi Engineers, M/s Allied Services, M/s Icon Engineering Solutions, M/s Waleed Associates and M/s Ibrahim Operators.
Under the single-stage, two-envelope bidding method, technical proposals are opened and evaluated first, while financial bids of only the technically qualified participants are opened later.
The contract covers operations of the Lowari Tunnel on N-45, Kohat Tunnel on N-55, the Attabad Lake Tunnel in Hunza on N-35, and the Abbottabad Tunnel-I, Abbottabad Tunnel-II, Mansehra, and Karamong–Battal–Thakot Tunnels on E-35.
