ISLAMABAD: In a major shift in fuel management strategy, the government has decided to introduce a mobile application to regulate petrol distribution through a quota system targeting motorcycles, rickshaws and small cars. The move aims to protect low income users while controlling rising fuel consumption.

The proposal was finalised during a high level meeting involving the Oil and Gas Regulatory Authority, the Ministry of Information Technology, the Petroleum Division and the Finance Division. Officials agreed on a targeted subsidy mechanism to shield vulnerable segments from the impact of escalating global oil prices.

Under the plan, each registered user will receive a fixed fuel quota linked to their vehicle registration and CNIC. Consumers will generate digital vouchers through the app, which will be scanned at petrol stations to dispense fuel within the allocated limit, ensuring transparency and control.

Retailers will be equipped with dedicated systems, including pre installed applications and designated fuel dispensers for subsidised distribution. Authorities said the system will be fully automated, minimising manual intervention and reducing the risk of misuse or black market activity.

To support implementation, the IT ministry will facilitate devices and provide operational training through tutorials and demonstrations. Oil marketing companies will assign focal persons at retail sites to ensure smooth functioning and real time complaint resolution under regulatory oversight.

Officials said the initiative reflects a broader policy shift towards targeted subsidies instead of blanket relief. By combining digital monitoring with controlled distribution, the government aims to balance fiscal discipline with social protection while maintaining stability in the fuel supply chain.
