ISLAMABAD: The Capital Development Authority has launched a major crackdown on 16 prominent housing societies in Islamabad over unpaid charges totaling Rs1.8 billion, raising the threat of office sealing and asset confiscation if the outstanding dues are not cleared by May 21.

The sealing notices were issued by the court of Senior Special Magistrate Sardar Mohammad Asif after society operators failed to settle charges related to extension fees and commercialisation. The court warned that non payment by the deadline would trigger strict legal action, including attachment of offices and other properties owned by the developers.

Among the societies served notices are Bahria Town, Gulberg Residencia, Capital Enclave, OPF Housing Scheme, River Garden, Soan Garden, Multi Gardens Phase I and several other cooperative and commercial developments operating in the federal capital.

The court had earlier issued arrest warrants for the operators and directed local police to ensure their appearance. However, most developers avoided arrest after approaching the CDA and assuring authorities that they would deposit the outstanding amounts. The latest court order gives them one final opportunity to settle their liabilities.

One society, Multi Gardens Phase I, has challenged the recovery proceedings, stating that the Islamabad High Court had already suspended the CDA’s demand notices in February and March this year. Despite this, the project remains on the list of societies facing sealing action.

The enforcement campaign comes as the CDA intensifies scrutiny of the real estate sector. The authority recently warned the public against investing in 99 illegal housing schemes, signaling a broader effort to restore accountability and recover billions in unpaid dues from some of Islamabad’s most influential developers.
