ISLAMABAD: The federal government has appointed senior Punjab officer Abdullah Khurram Niazi as Member Environment at the Capital Development Authority in a move seen as a major administrative reshuffle within Islamabad’s civic management structure.
An official notification issued by the Establishment Division stated that Mr Niazi, a BS 18 officer of the Provincial Management Service Punjab, has been directed to assume the position with immediate effect. He was previously serving as Director General Environment at the CDA before being elevated to the powerful policymaking role.
The appointment comes at a critical time when Islamabad faces mounting pressure over environmental degradation, rapid urban expansion, illegal construction activity, and increasing concerns surrounding deforestation and water pollution in the federal capital. Officials believe the move signals a stronger focus on environmental governance inside the CDA.
According to the notification, the posting has been made under the Ministry of Interior and Narcotics Control on an acting charge basis until further orders. The development has already sparked discussions within bureaucratic and municipal circles, where the environment wing is considered central to future urban planning decisions in Islamabad.
Sources familiar with the matter said the government is aiming to accelerate pending environmental reforms and strengthen oversight on housing schemes, commercial projects, and green belt protection across the capital. The CDA has recently faced criticism from environmental groups over declining green cover and weak enforcement against encroachments.
The latest appointment is being viewed as part of a broader effort to reorganize key departments within the CDA as the federal government pushes for tighter administrative control and faster execution of development projects in Islamabad. Observers say Abdullah Khurram Niazi’s performance in the coming months could shape the future direction of environmental policy in the capital city.
