A two member inquiry committee constituted by the Capital Development Authority has identified serious irregularities and fraud in the allotment of agro farm plots in Islamabad. The committee has recommended cancellation of earlier findings and disciplinary action against a former deputy director and another individual involved in the case.

The inquiry committee headed by Deputy Director General Resources Humaira Irshad and comprising Director Estate Shakeel Ahmed completed its investigation into the allotment of five agro farm plots. The report concluded that three of the plots were allotted on bogus documents and have already been cancelled by the authority.

The remaining two agro farms were sold by original allottees to third parties many years ago and were later regularised after payment was received by the CDA. One of these plots was restored under court orders while the other remains under litigation. Sources said the inquiry report has been forwarded to the Human Resource Department for further proceedings.

According to officials the probe was initiated after CDA Chairman Muhammad Ali Randhawa received information that attempts were being made to revive allotments of the cancelled agro farms. The committee noted that the National Accountability Bureau had previously investigated the matter and several CDA officials were sent to jail in connection with the fraudulent allotments.

The report highlighted that despite the NAB investigation a CDA deputy director gave a statement in court in two thousand seventeen supporting the applicants and opposing the CDA position. A former CDA employee involved in multiple fraudulent allotments was earlier convicted by a NAB court and sentenced to seven years imprisonment along with a fine.

The inquiry recommended that the CDA Board cancel the allotment scrutiny committee recommendations issued in nineteen ninety nine to remove future ambiguity. It also advised that the case be referred to the relevant agency for action against the private individual while disciplinary proceedings be initiated against the former deputy director for acting against the authority’s interests.
