ISLAMABAD: The Capital Development Authority (CDA) has formally stopped the proposed merger of Khayaban-e-Kashmir-II Housing Scheme with Gulberg Residencia Housing Scheme, warning both sponsors against entering into any agreement without prior approval of the authority.
In an official notice issued by the Director (Housing Societies), CDA stated that Khayaban-e-Kashmir-II, located in Zone-5 and sponsored by the Jammu & Kashmir Cooperative Housing Society (JKCHS), had its original layout plan approved in January 2008 over an area of 1,280 kanals.
As per the approval, more than 543 kanals meant for roads, open spaces, parks and graveyard were transferred to CDA, while additional land was mortgaged as a guarantee for timely and quality development.
However, the authority noted that JKCHS failed to fulfill the terms and conditions of approval and could not develop the scheme even after about 18 years, due to which no NOC was issued.
Despite this, CDA observed that public notices had appeared in national dailies regarding a merger of Khayaban-e-Kashmir-II with Gulberg Residencia, sponsored by IBECHS, without CDA’s consent.
The notice further referred to an Islamabad High Court order dated May 20, 2025, in which the court restrained JKCHS from signing any agreement to sell with a third party or including the scheme with any other project.
In light of the situation, CDA has directed the concerned authorities of JKCHS to appear before the Director (Housing Societies) on May 26, 27 and 28 to discuss compliance with CDA instructions and requirements related to a revised layout plan.
CDA has categorically stated that until approval of the revised layout plan, JKCHS is not allowed to sell land, include any third party, or allot any plot under the pending plan. The authority has also warned that it will not consider any future revised layout plan application unless the society completes all outstanding obligations.
CDA has already filed a contempt petition in the Islamabad High Court in this regard and has directed both JKCHS and IBECHS to refrain from entering into any merger or agreement without prior approval of the authority.
