ISLAMABAD: In a move towards digitizing land record management, the Islamabad Capital Territory (ICT) Administration and Punjab Land Records Authority (PLRA) have signed an agreement to introduce the E-Stamp Paper system in the federal capital.
The E-Stamp system is an electronic method of issuing and verifying stamp papers used for property transactions and other legal documents. It replaces the traditional paper-based stamp papers that were previously bought from treasury offices or stamp vendors.
Instead of buying a physical stamp paper, citizens can generate an electronic stamp (E-Stamp) online through an authorized portal — in Pakistan, this system is managed by the Punjab Land Records Authority (PLRA).
The signing ceremony, held at the Capital Development Authority (CDA) Headquarters, was attended by Deputy Commissioner Islamabad Irfan Nawaz Memon, Director ICT Rabia Aurangzeb, officials from PLRA, and representatives from the ICT Administration and CDA. The initiative follows the direction of CDA Chairman and Chief Commissioner Islamabad Muhammad Ali Randhawa.
Under the accord, Islamabad will soon adopt the digital stamp paper system—already operational in Punjab—in line with the vision of Prime Minister Shehbaz Sharif and Federal Interior Minister Mohsin Naqvi to modernize land transactions and make property dealings more transparent.
The E-Stamp system will be integrated with the ongoing digitization of ICT’s land records, aimed at eliminating manual procedures, curbing forgery, and reducing delays in property transfer, mutation, and sale-purchase processes.
Speaking at the event, Deputy Commissioner Irfan Nawaz Memon said the introduction of the E-Stamp system marks an important step toward improving public service delivery. “We are utilizing all available resources to simplify procedures for citizens through technology and digitization,” he said.
Officials noted that the initiative will not only enhance transparency and efficiency in property-related transactions but also serve as a model for other regions looking to modernize their land administration systems.
