Islamabad and Rawalpindi, once envisioned as model urban centres, are now confronting a worsening air pollution emergency driven largely by unchecked reliance on private vehicles. A new national report warns that residents of the twin cities risk losing more than four years of their life expectancy due to constant exposure to polluted air. The growing grey haze is not industrial smog but the accumulated exhaust from daily commutes, now the dominant source of toxic air across the region.

According to the report Unveiling Pakistan’s Air Pollution: A National Landscape Report on Health Risks, Sources and Solutions, compiled by the Pakistan Air Quality Initiative (PAQI), the combined airshed of the two cities recorded an annual average PM2.5 concentration of 54.4 micrograms per cubic metre—over ten times higher than the World Health Organisation’s recommended safe limit. Rawalpindi reached a hazardous 61.1, while Islamabad averaged 52.3, highlighting significant intra-urban disparities despite their shared climate and geography.

PAQI, founded in 2016 by Abid Omar, is an independent research and advocacy organisation dedicated to improving air quality awareness. Its latest findings show that Rawalpindi’s residents stand to lose an estimated 4.5 years of life expectancy due to long-term exposure, compared with 4.1 years for those living in Islamabad. In 2024 alone, Rawalpindi recorded 199 days of illegal pollution levels, while Islamabad experienced 168 such days, with clean-air days remaining critically low for both cities.

Winter remains the most hazardous season. During 2023–24, pollution levels spiked to more than four times the monsoon average, driven by stagnant winds, increased vehicular activity and widespread waste burning. Emissions inventory data confirms that transportation is the single largest contributor, responsible for 53 percent of PM2.5 emissions, followed by brick kilns, waste burning and limited industrial activity.

Experts stress that expanding public transport is the fastest and most impactful solution. Electrified buses, modern transit networks and improved infrastructure for pedestrians and cyclists could cut PM2.5 levels by up to 30 percent. Additional interventions include cleaner brick kiln technologies, strict construction dust control and eliminating open waste burning.

Urban planners argue that the future lies in shifting from car-dependent sprawl to sustainable, compact development. As the federal capital, Islamabad has the potential to lead by example proving that political commitment and strategic planning can help Pakistan’s cities reclaim cleaner air and healthier futures.
