Special Secretary HUD & PHED, Mr. Waqar Azim, visited the Rawal Lake Water Filtration Plant on 3 January 2026, where the Managing Director WASA Rawalpindi briefed him on the plant’s operational status and the ongoing rehabilitation works being carried out under the DREAMS-I Project.
During the visit, it was informed that approximately 20% physical progress of the DREAMS-I Project has been achieved to date. Key rehabilitation activities completed so far include initial civil works, inspection and partial replacement of aging mechanical components, preliminary electrical upgrades, and preparatory works for installation of modern filtration and treatment systems. The project aims to significantly enhance the plant’s capacity, efficiency, and reliability, ensuring improved quality and uninterrupted water supply to the residents of Rawalpindi city.
The Special Secretary reviewed the progress in detail and expressed satisfaction over the commencement of rehabilitation activities. However, he strongly emphasized the need to expedite the pace of work and directed the project team and contractors to accelerate construction and installation activities so that the project can be completed before the planned completion timeframe.
Mr. Waqar Azim issued clear instructions to:
• Ensure strict adherence to approved quality standards and technical specifications
• Deploy additional resources and manpower, where required, to avoid delays
• Maintain close monitoring and coordination between WASA, consultants, and contractors
• Resolve any administrative or technical bottlenecks promptly to keep the project on schedule
He stressed that timely completion of the DREAMS-I Project is critical for strengthening Rawalpindi’s water supply system, particularly in view of increasing demand and water stress. Early completion of the project will result in improved water quality, enhanced filtration capacity, reduced operational inefficiencies, and a more reliable supply of safe drinking water, directly benefiting the citizens of Rawalpindi.
The Special Secretary reiterated the Government of Punjab’s commitment to upgrading urban water infrastructure and directed WASA Rawalpindi to ensure that the DREAMS-I Project is implemented efficiently, transparently, and within the approved scope, so that its full benefits reach the public at the earliest possible time.
