ISLAMABAD: The Capital Development Authority (CDA) has decided to take action against Bahria Enclave Housing Scheme in Zone IV, Islamabad, over alleged violations of its approved layout plan, unauthorised expansion and construction on land identified by the authority as unauthorised.
According to a letter issued by the CDA’s Directorate of Regional Planning, the approved layout plan for Bahria Enclave-I originally covered approximately 12,543 kanals. The authority says the scheme subsequently expanded to more than 18,000 kanals.
The CDA has alleged that development activities, plot transactions and construction of buildings have taken place on land that was not covered by the approved plan. The authority said Bahria Town had previously been directed to stop development on unapproved land and submit a revised layout plan.
The authority has also raised concerns about the alleged conversion of land reserved for a park to commercial use. It further alleges that CDA-owned land was encroached upon and that an unauthorised access road was constructed to connect Old Kuri Road with Bahria Enclave.
The CDA’s letter also points to differences between two layout plans available in its records, including a difference of more than 200 kanals in areas designated for parks, playgrounds and green spaces.
The authority has directed Bahria Town to comply with applicable requirements, clear outstanding dues and penalties, remove unauthorised buildings and the alleged access road on CDA land, and obtain the required approvals for the layout plan, NOC and building plans concerning the disputed expansion.
A final show-cause notice was issued on September 9, 2026, with Bahria Town submitting its response on September 15. The CDA said it did not consider the response satisfactory.
Following the latest decision, the CDA’s Directorate of Enforcement has been directed to initiate action to seal the New Bahria Head Office, Business District marketing office, and site offices within Bahria Enclave, Zone IV. The authority has also directed action against illegal constructions and structures according to the applicable laws.
The CDA has further instructed IESCO and SNGPL to provide utility connections only in accordance with approved layout plans and sanctioned building plans.
The CDA’s own housing-scheme record lists Bahria Enclave Phase-I in Zone 4 with an approved layout-plan area of 12,543.11 kanals. The CDA record also states that its NOC status has not been issued.
