Itifaq Residencia in Zone-IV (D) faces action after development work allegedly began without an approved layout plan and NOC
ISLAMABAD: The Capital Development Authority (CDA) has sealed the site and marketing offices of Itifaq Residencia, a private housing scheme located on Simly Dam Link Road in Zone-IV (D), Islamabad, over alleged development without the required approvals.
According to the CDA, development work at the housing scheme was started without approval of the Layout Plan and issuance of a No Objection Certificate (NOC). The authority has declared the development, structures and land use in question illegal under applicable regulations.
The CDA said private housing schemes in Islamabad cannot be planned, advertised, launched or developed without obtaining the required approvals from the authority. The regulatory framework includes the CDA Ordinance 1960, ICT Zoning Regulations 1992 and regulations governing private housing and other developments in Zones II, IV and V.
The authority had previously issued notices and show-cause notices to the scheme’s sponsors in May 2025 and May 2026. They were directed to stop development and marketing activities, including the sale, purchase, allotment and transfer of plots.
The sponsors were also instructed to remove buildings and other structures constructed without approval. However, according to the CDA, the required approvals were still not obtained.
Following the continued non-compliance, the Regional Planning Directorate directed the CDA’s Enforcement Directorate to seal the housing scheme’s marketing and site offices. The authority has also called for coordinated action to remove or demolish structures constructed without approval.
The CDA further directed utility providers to issue connections only in accordance with CDA-approved layout and building plans. Relevant authorities have also been asked to prevent the publication and online circulation of advertisements for unapproved housing and commercial projects.
The action comes amid continued CDA enforcement against unapproved housing schemes in Islamabad. The authority’s public notices show multiple sealing actions involving private schemes in Zone-IV during September 2026.
