A total of 377 structures have been identified for enforcement action along the Expressway, while Rs250.59 million has been recovered and around Rs3 billion remains recoverable.

ISLAMABAD, October 13, 2026: The Capital Development Authority (CDA) is pushing for faster completion of the Islamabad Expressway Service Road East Project, with Chairman Sohail Ashraf directing officials to maintain construction quality, improve traffic management and meet the project’s completion targets.

During a site visit on October 12, the chairman reviewed construction progress and received a briefing on completed work, ongoing activities and the next stage of development.

He directed the concerned teams to follow approved designs, technical specifications and construction standards. Regular site inspections, effective quality control and proper traffic management were also ordered to minimise inconvenience for commuters.

The project is intended to improve road connectivity, increase traffic capacity and reduce congestion along an important corridor of Islamabad.

377 structures identified for enforcement action

Alongside the road development work, the CDA is continuing action against unauthorised construction, unapproved commercial activities and violations of building-control and land-use regulations along Islamabad Expressway East.

A total of 377 structures have been identified for enforcement action, including 281 commercial properties.

So far, 58 premises have been sealed. Of these, 34 are located in Sohan Iqbal Town, while 24 are in the areas around Korang Bridge, Korang Police Station and Gulberg Greens.

Authorities have also marked 124 structures between Sohan and Khanna Pul for demolition, with demolition work already underway.

The identified violations include construction without approval, unauthorised commercial use of land, buildings that do not comply with approved land-use rules and failure to meet mandatory fire-safety requirements.

According to the enforcement update, notices were issued to the relevant owners and occupants. Further action was taken against those who failed to correct the violations within the prescribed period.

Rs250.59 million recovered, around Rs3 billion still due

The enforcement operation has generated recoveries of Rs250.59 million through land-use conversion charges, fees for construction without approval and charges for de-sealing properties.

These recoveries relate to different types of properties, including commercial buildings, plazas, hospitals, marriage halls and other establishments.

The authority estimates that around Rs3 billion remains recoverable under applicable regulations. The outstanding amount relates to land-use conversion, unauthorised construction and violations involving building setbacks, Floor Area Ratio (FAR) and covered areas.

The CDA chairman directed the relevant departments to continue enforcement consistently and ensure compliance with building regulations, land-use rules and mandatory fire-safety requirements.

Focus on planned development and public safety

The parallel focus on road construction and building-control enforcement is intended to improve the organisation and safety of development along the Expressway corridor.

The authority has stressed that infrastructure work must meet approved quality standards, while unauthorised construction and activities that violate planning regulations will not be allowed to undermine public safety or planned urban development.

The next priority is to maintain progress on the Service Road East project while continuing action on outstanding building-control violations and government dues.
