Deputy Commissioner Nadeem Nasir directs government departments to speed up approvals, control unnecessary inspections and establish facilitation centres for citizens and businesses.
RAWALPINDI: The Rawalpindi district administration has directed all government departments to make final decisions on applications for No Objection Certificates (NOCs) within three days, aiming to reduce delays and improve services for citizens and the business community.
The directions were issued by Deputy Commissioner Captain (Retd.) Nadeem Nasir during a meeting at the DC Complex to review the performance of administrative departments and improve the business environment in the district.
The meeting was attended by Additional Deputy Commissioner (General) Maliha Sahar, assistant commissioners from all tehsils, price magistrates and senior officials of relevant departments.
Businesses and buildings protected from unauthorised sealing
The deputy commissioner directed that no business premises or building should be sealed merely on the basis of a complaint without prior approval from the competent authority.
Where a violation is identified, officials must first issue a formal notice and warning before taking further action, in accordance with the applicable procedure.
He also instructed government officials not to visit markets or conduct inspections at their own discretion. All enforcement activities and inspection schedules must receive prior approval from the Deputy Commissioner’s office.
The instructions are intended to ensure that enforcement activities follow an organised process and businesses are not subjected to unnecessary disruption.
Facilitation centres planned for citizens and businesses
All government departments have been directed to establish special facilitation centres where citizens and business representatives can obtain relevant information and services under one roof.
The initiative aims to make administrative procedures easier to understand, improve access to government services and reduce the inconvenience caused by dealing with multiple departments.
The deputy commissioner also ordered that encroachment and revenue-related matters be addressed on a priority basis. Officials were instructed to treat citizens courteously and avoid unnecessary delays or difficulties in handling public matters.
Officials directed to engage with traders
Assistant commissioners have been instructed to visit local markets and meet trader associations and business representatives to understand their concerns and help resolve outstanding issues.
The deputy commissioner also announced plans to visit markets and hold meetings with members of the business community.
All concerned departments have been directed to implement these instructions strictly, with particular emphasis on timely NOC decisions, proper enforcement procedures and improved public service.
The measures are aimed at making government operations more responsive while creating a more predictable environment for businesses, property owners and residents across Rawalpindi.
