New digital measures aim to make property transfers safer, reduce fake documents and improve transparency in approved housing schemes.
RAWALPINDI, October 16, 2026: The Rawalpindi Development Authority (RDA) is moving toward a more digital property management system to make property transfers safer and reduce the risk of fraud.
The authority has reviewed two major initiatives: a digital process for transferring units in approved multi-storey projects and a QR-code system for plot allotment and transfers in RDA-approved private housing societies.
The proposals were discussed at a high-level meeting chaired by RDA Director General Kinza Murtaza. She directed the relevant departments to begin implementing the approved measures.
Digital transfers for apartments and commercial units
One initiative covers property transfers in RDA-approved multi-storey developments. These include condominiums, residential apartments, commercial spaces and mixed-use projects.
The proposed system aims to make the transfer process more organised and easier to track. It is intended to improve record-keeping and reduce problems linked to manual paperwork.
QR codes to help protect property records
The second initiative involves QR-coded allotment and transfer documents for plots in RDA-approved private housing societies.
Digital records that can be checked and traced could help reduce the risk of fake documents, unauthorised transfers and changes made without proper approval.
The measures are intended to improve the safety of property transactions and help build greater public trust in the real estate sector.
RDA directs departments to begin implementation
During the meeting, Kinza Murtaza said the reforms aim to simplify procedures, improve transparency and strengthen public confidence in property dealings. She asked the concerned departments to begin implementing the approved proposals.
Senior officials from RDA’s planning, finance, administration, building control and metropolitan planning departments attended the meeting.
What it could mean for property buyers
Once implemented, the new measures could make it easier to verify property records and follow transfer procedures in approved projects and housing schemes.
However, the authority’s announcement concerns the rollout of these measures. Property buyers should continue to verify a scheme’s approval status and confirm the authenticity of documents directly with the relevant authority before making a payment.
