Commissioner Salman Ghani directs all RDA directorates to process official files and correspondence through EFOAS to improve transparency, tracking and administrative efficiency.
RAWALPINDI: The Rawalpindi Development Authority (RDA) is moving towards a paperless office system, with all relevant directorates instructed to use the Electronic File and Office Automation System (EFOAS) for official correspondence and file processing.
The move follows directions from Rawalpindi Commissioner Salman Ghani, who has called for strict implementation of the digital system and a gradual end to unnecessary paper-based administrative work.
A meeting was held with RDA directors, senior officers and relevant staff to review the existing correspondence and file-processing procedures and discuss the transition towards digital operations.
Official files to be processed digitally
Under the new instructions, official letters, Put Up Cases (PUCs), files and other correspondence handled by the Administration Directorate must be initiated, forwarded and processed through EFOAS according to the prescribed procedures.
The authority has also directed officers and directorates not to submit official correspondence to the Administration Directorate through channels outside the designated electronic system.
All concerned departments have been instructed to ensure that official business is submitted and processed on time through the platform.
Digital tracking to improve accountability
The paperless system is intended to make administrative work more transparent, organised and efficient. By reducing physical paperwork, the authority aims to improve the handling of official documents and minimise delays in processing cases.
EFOAS will also create a digital record of official proceedings, allowing authorised officers to track files, monitor their movement and check the status of pending cases in real time.
This digital trail is expected to make it easier to identify where files are held up and monitor whether official matters are being handled within the required time.
Departments held responsible for delays
The instructions place responsibility on the relevant directorates and officers to ensure that correspondence, PUCs and files are submitted, processed and disposed of without unnecessary delay.
Any delay caused by failure to submit documents on time, late submission or improper processing through EFOAS will be the responsibility of the concerned directorate or officer.
RDA officers and staff have been directed to cooperate fully with the transition and comply with the paperless policy with immediate effect.
The move marks a shift towards digital administration at the development authority, with the goal of reducing paperwork, improving monitoring and strengthening accountability in official decision-making.
